没有强有力的政党也许会有好处。强大的政党也许会落入独裁的领导人手中，他控制太多、在位太久，就会使政党陷入僵化、观念过时。由于具有易变性，美国政党制度也许更有利于政党了解更大范围内的公民需求。计划缺乏一致性反而会带来灵活性的好处。
